A call for Member States to adopt the IMO’s Net-Zero Framework in 2026

Call

Over 85 leading companies including shipowners, ports, fuel producers and technology providers have signed a joint statement calling on Member States of the International Maritime Organization (IMO) to adopt the IMO’s Net-Zero Framework in 2026. Further delay risks undermining international investments needed to scale alternative fuels, vessels and infrastructure.

Read the Financial Times article.

Dr. Uwe Lauber, CEO, Everllence:

“The IMO decision has been a harsh set-back for the entire industry. Everybody is aware that net zero is only achievable through synthetic fuels. But without the Net Zero Framework in place the business case for the necessary investments into e-fuels and e-fuel production is a lot weaker. The IMO must find the strength to vote for the NZF this year.”

Torben Carlsen, CEO, DFDS:

“I'm disappointed, along with many others, that the NZF didn't go through last year. We need the clarity of a global standard to derisk long-term investment in our transition plans. Without it, we also face all the financial and administrative burden of a fragmented regulatory environment, and less certainty that funds will be used to support the industry’s decarbonisation.”

Dr. Andrew Forrest AO, Executive Chairman and Founder, Fortescue:

“The world does not need more delay, it needs leadership. The shipping industry is ready to move and those standing in the way are defying both science and economics. The technology exists, the fuels exist, and the capital is waiting - what’s lacking is political courage. Bullying, intimidation and procedural games will not stop the inevitable shift to zero-emission shipping. Markets move faster than politics, and those who try to obstruct progress will be left behind.

Fortescue stands with every nation and every business prepared to deliver Real Zero, and we call on governments to match the ambition industry has already shown.”

Hans Olav Raen, CEO, Yara Clean Ammonia:

“The IMO’s Net-Zero Framework is a critical step toward creating the regulatory clarity our industry needs to accelerate maritime decarbonization. Clear and predictable global rules will help unlock investment across the value chain — from fuel production and infrastructure to vessels and offtake agreements.

At Yara Clean Ammonia, we believe ammonia can play a central role in delivering zero-emission shipping, and strong policy signals from the IMO are essential to scale solutions safely, responsibly, and at pace.”

Maarten Wetselaar, CEO, Moeve:

“Our recent final investment decision on one of Europe’s largest green hydrogen projects shows that industry is ready to scale clean fuels for the maritime sector. What we need now is regulatory certainty. Rapid adoption of the IMO’s Net‑Zero Framework in 2026 would send a powerful signal to producers and investors that Europe is committed to a global, level‑playing‑field transition, unlocking the clean fuel volumes shipping urgently needs.”

Joe Williams, CEO, Green Hydrogen Organisation:

“Green fuels producers are ready to invest and build at scale, but these are multi-billion-dollar decisions with long lead times. Without a clear and predictable demand signal anchored in global regulation, investment will slow and projects will struggle to reach final investment decision. Swift adoption of the IMO Net Zero Framework remains the best way to scale green hydrogen-based fuels globally for shipping and we urge governments to overcome last year’s unfortunate delay.”
